1. If the PDF does not open a web browser, you can right-click on the PDF link and select "Save Link/Target As". This will download the file without having to open it in the web browser.
2. Once saved, open the saved file using your computer's file system. If you try to open the saved file from the web browser’s download tab, you may run into the same issue as before.
3. Open the file from the saved file location using Adobe Acrobat Reader.
